Summary:
Request for records obtained concerning any and all inspections or observations of elephants brought into DC by circus performances in DC. The notes and observation of an agency employee in anticipation of regulatory action are exempt under the deliberative process privilege. Factual material was based on observation and judgment and also subject to the privilege.
