Mayor Bowser Announces Administrator of Office of Victim Services and Justice Grants

Today, Mayor Muriel Bowser announced the appointment of Michelle Garcia to serve as Administrator of the Office of Victim Services and Justice Grants (OVSJG). Garcia, who previously served as the Director of the Stalking Resource Center, will lead an agency that coordinates and funds programs in the District that serve crime victims, prevent crime, and improve the administration of justice for victims and offenders.
“One crime is one too many. But when our residents are faced with trauma, it’s important that we provide them with the services they need,” said Mayor Bowser. “Michelle’s experience will be instrumental in ensuring OVSJG continues to provide access to government resources and appropriate services after a crime has occurred.”
Michelle Garcia has served as the Director of the Stalking Resource Center at the National Center for Victims of Crime since October 2006. Prior to joining the National Center, Garcia was a Program Specialist with the U.S. Department of Justice Office for Victims of Crime. She has over 20 years of experience working with victims of stalking, sexual assault, and domestic violence in both rural, suburban, and urban settings and advocating for victims’ rights on a local, state, and national level.
Garcia has trained internationally on various topics, including stalking, sexual assault, domestic violence, dating violence, and dismantling oppression. Garcia currently serves on the Editorial Board of the Sexual Assault Report and the American Bar Association Commission on Domestic & Sexual Violence.
Garcia received her Master of Public Policy degree from the University of Chicago.
